At Gringotts, every guild member has an automatic account set up. Even council members. In the account you can currently only have galleons. A galleon is equal to 100 neopoints.
You can get galleons by winning contests, donating to the guild, or posting. Every 100 neopoints you donate gets you 1 galleon. Every 5 posts get you a galleon. Different contests get you different amounts.
When you want to use your gallons, go to MadamPomphrey's trades. Below each trade, there will be a wishlist. It will say how many galleons they're worth. Bid a crappy item and if you have enough galleons in your account, she'll accept the trade.
